Spot on, as usual! Just a thought, and I may be wrong, but if councils act as aagents on behalf of central government and if one of them informs government of this crucial point about the legal definition of a bedroom, then doesn’t government have a duty to inform all its other agents (i.e. councils) of this fact? And ensure they act on this advice to avoid potential legal costs which they will incur if tenants challenge decisions in court? Isn’t it government’s duty to protect taxpayers’ money?
